Instructions for Notice of Intent to Compete - Form H

These instructions describe how to complete the Notice of Intent to Compete form. Completion of this form is necessary to compete for a grant award from the Legal Services Corporation (LSC). 

New Applicants

Prior to completing the Notice of Intent to Compete, applicants who are not current LSC recipients will need to create an LSC Applicant ID number and password. To create an Applicant ID number and password, click on the menu item called Notice of Intent to Compete Form, then click on the Create New ID button in the Application Login screen.

New applicants will need to enter the following information:

(1) Applicant Name
(2) Main Address
(3) City, State, and Zip code

New applicants will also need to create a Password to access the LSC Notice of Intent to Compete Form. The Password you create must consist of exactly seven characters, including any combination of letters or numbers. After creating a password, enter it a second time in the Verify Password box. Make a record of your password for future reference.

After creating and verifying a password, click on the Create ID button, and you will receive an LSC Applicant ID number. Please make a record of your LSC Applicant ID number. You will need this ID number and your password to access the LSC Applicant Information Network in the future. After making a note of your LSC Applicant ID Number, click on the OK button to access the Notice of Intent to Compete Form.

Current Recipients

To access the Notice of Intent to Compete Form, current LSC recipients must use their LSC recipient number and seven-character password. After entering the recipient number and password, click on the OK button to access the Notice of Intent to Compete Form.

Completing the Notice of Intent to Compete Form

The LSC Notice of Intent to Compete Form consists of five screens for entering and saving information. These screens allow entry of information identifying:

(1) Applicant Name, Category, Address, and Telephone Number
(2) Service Area(s) Selected
(3) Principal Applicant Staff
(4) Current or Proposed Governing/Policy Body Members
(5) Date of Submission

Please note that submission of a Notice of Intent to Compete is not possible unless the following items of information are present: (1) Applicant Name; (2) Address; (3) Telephone Number; (4) Fax Number; (5) Name of Contact Person; and (6) Category. Applicants must also designate at least one service area, one principal staff member, and the executive officer responsible for submitting the Notice of Intent to Compete.

There are buttons at the bottom of each screen on which you can click to save information you have entered, move from screen to screen, and exit from the Notice of Intent to Compete form. In some screens, you may need to scroll down to see these buttons. To scroll down, click on the down arrow in the lower-right corner of the screen.

There is a submit button at the bottom of the last screen in the Notice of Intent to Compete. Prior to pressing the Submit button at the bottom of the last screen, you may access and update your Notice of Intent to Compete as many times as you need. After you have pressed the submit button, you will no longer be able to make changes to the Notice of Intent to Compete.

Printing the Notice of Intent to Compete Form

You can print the Notice of Intent to Compete by using your browser. Simply click on File, then Print in order to print the screen on which you are working. Because the Notice of Intent to Compete consists of five screens, you will need to print each of the five screens separately to create a complete hard copy of the Notice of Intent to Compete.

Verification of Application Information

The first screen contains fields that display applicant information, such as the address, telephone number, and the name of a contact person. If this information is already known to the Applicant Information Network (either because you previously entered this information as a new applicant, or because you are a current recipient), the information will appear in the first screen. Please make sure that the information in this screen is correct. Complete or update any information which is missing or outdated. Remember to designate an applicant category and indicate whether your application will be a joint application. After completing this screen, click on the Next button to continue.

Selection of Service Areas

The second screen allows you to select service areas for which you intend to apply. To select a service area, click on the Add button at the bottom of the screen. You will need to choose a state to get a listing of all service areas in that state. Click on the arrow on the right of the state drop-down box to see the list of states for which service areas are in competition. Select a state and click on OK.

After you have selected a state, click on the arrow on the right of the service area drop-down box to see the list of service areas in the state which you have selected. Please note that not all states will have service areas in competition due to LSC's multi-year funding policy. To select, click on the service area, then click on the OK button at the bottom of the screen. You may repeat this process to select more than one service area. After selecting service areas, click on the Next button to continue.

Identification of Principal Applicant Staff

The third screen allows you to provide information describing five principal staff members. To enter information about a staff member, click on the add button, and then enter the name, title, and recent relevant experience of the staff member. Click on the SAVE button to save the information which you have entered and to return to the main staff member screen. Repeat this process in order to enter information about additional principal staff members.

To edit information already entered, select the staff member's name from the drop down box and click on the Edit button.  Make the necessary changes and click on the SAVE button to return back to the main staff member screen.  

To delete a staff member, select the staff member's name from the drop down box and click on the DELETE button.  Please confirm the deletion and click on the EXIT button to return to the main staff member screen.

After you have finished entering and editing information about principal staff members, click on the Next button to continue.

Identification of Current and Proposed Governing/Policy Board Members

The fourth screen allows you to provide information describing each current or proposed member of your governing or policy board. To enter information about a governing/policy board member, click on the add button, then enter the name, recent relevant experience, and appointing organization of each governing/policy board member. Please also indicate whether the board member is current or proposed. Click on the SAVE button to save the information which you have entered and return to the main screen. Please click on the Add button again to add information about additional board members.

To edit information about a board member, select the board member's name from the drop down box and click on the EDIT button.  Make the necessary changes and click on SAVE button to save and return back to the board member's screen. To delete a board member, please select the board member's name and click on the DELETE button. Please confirm the deletion and click on EXIT to return to the main screen. 

Submission of Notice of Intent to Compete Form

The fifth screen allows you to enter the name and title of the person responsible for the submission of the Notice of Intent to Compete Form.   This is your last entry before submission.  Click on the NEXT button to go to the submission screen.  The last screen confirms that your data is saved and ready to be submitted.  Prior to submitting the Notice of Intent to Compete, you may save, exit, and return to the form in order to update it as many times as necessary.  If you are done, click on the SUBMIT button to submit it to LSC.  If you need to make any changes after you submit the form, you will need to contact us and request that we make arrangements to un-submit the form.
